Seeking: Data Scientist and Designer

Background: Boulder County and the BoCo Strong Steering Committee, an organization dedicated to community resilience and social capital building, are seeking a qualified data scientist and designer contract individual or company to assist in creating an interactive, open source, digital toolkit. Resilience has become such a buzzword that we are seeing a rapid proliferation in projects and job titles that are all related to resilience, but not necessarily creating better collaboration between organizations or communities. We need help to stop inventing wheels and understand how resilient we already are!

Because of this, BoCo Strong is looking to compile a toolkit that will increase information sharing, provide accurate and sufficient data resources, and offer a common operating picture to people working on resilience in Boulder County. We need your expertise and your passion to make it happen.

The toolkit should provide interactive data visualizations, allow user data input, and offer robust search and filter capability through a graphical user interface to let BoCo Strong members:

1.Visualize existing communication networks that are active in social media and email around the county

2. Identify organizations participating in resilience work in Boulder County

3.Easily search for and filter existing projects, project definitions, and project resources related to resilience work.

4.Identify and contact project leads and key network communication nodes around the county. 


Specifications and a sample contract with a CDBG-DR specific addendum are found here. The successful proposer shall execute the attached addendum as part of any contract with the county, and comply with all CDBG_DR requirements set forth in that addendum.

All inquiries regarding this RFP shall be submitted via email to the Boulder County Purchasing Office at on or before 3:00 p.m. May 16, 2016.  A response from the County to all inquiries shall be posted and sent via email no later than 4:00 p.m. May 18, 2016. 

Submittal Instructions
Submittals are due at the Administrative Services Front Desk or the email box (preferred) listed below, for time and date recording on or before 10:00 a.m. Mountain Time on May 23, 2016.

Your response can be submitted in the following ways.  Please note that email responses to this solicitation are preferred, but are limited to a maximum of 25MB capacity. NO ZIP FILES ALLOWED. Electronic Submittals must be received in the e-mail box listed below.  Submittals sent to any other box will NOT be forwarded or accepted.  This e-mail box is only accessed on the due date of your questions or proposals. Please use the Delivery Receipt option to verify receipt of your email.

US Mail       One (1) unbound copy of your submittal, printed double-sided, 11 point, on at least 50% post-consumer, recycled paper must be submitted in a sealed envelope, clearly marked as RFP #6459-16, to the Administrative Services Front Desk at 2025 14th Street, Boulder, CO  80302.  Please allow at least 2 days for delivery of USPS Priority and Express Mail.


All RFPs must be received and time and date recorded by authorized county staff by the above due date and time.  Sole responsibility rests with the Offeror to see that their RFP response is received on time at the stated location(s).  Any responses received after due date and time will be returned to the offeror.

 The Board of County Commissioners reserves the right to reject any and all responses, to waive any informalities or irregularities therein, and to accept the proposal that, in the opinion of the Board, is in the best interest of the Board and of the County of Boulder, State of Colorado.
